Application for registration.—Every keeper of animals within the municipal limits carrying on the keeping of animals shall make an application for registration to the Director of Municipal Administration in Form F, within twenty-one days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every assessment list held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
