Application for registration.—Every operator of a cyber cafe carrying on the running of a cyber cafe shall make an application for registration to the Chief Controller of Explosives in Form VII, within seven days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every printing machine held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
