Manner of service of orders.—An order or notice under these rules shall be served on the operator of a cyber cafe to whom it is addressed by delivering it to him personally, by registered post with acknowledgement due at the address specified in Form VI, or by electronic mail at the address furnished by him; and the Chief Controller of Explosives shall record the manner and the date of service within fifteen days of the service.
