Periodical returns.—Every operator of a vehicle carrying hazardous substances shall furnish to the Divisional Forest Officer, within one hundred and eighty days of the close of each year, a return in Form VII of the transport of hazardous substances carried on during that year, and a nil return where no such activity was carried on.
