Surrender of certificate.—Every operator of a vehicle carrying hazardous substances who ceases to carry on the transport of hazardous substances shall, within sixty days of such cessation, surrender the certificate of registration to the Divisional Forest Officer in person or by registered post, and shall inform it in Form VIII of the manner in which every hazardous substance held by him has been disposed of.
