Surrender of certificate.—Every publisher of textbooks who ceases to carry on the publication of textbooks shall, within forty-five days of such cessation, surrender the certificate of registration to the District Education Officer in person or by registered post, and shall inform it in Form C of the manner in which every certificate of recognition held by him has been disposed of.
