Application for registration.—Every owner of a motor vehicle carrying on the use of a motor vehicle shall make an application for registration to the Regional Transport Authority in Form 23, within twenty-one days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every goods receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
