Surrender of certificate.—Every empanelled consultant who ceases to carry on the provision of consultancy services to the Government shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Public Accounts Committee in person or by registered post, and shall inform it in Form GFR 40 of the manner in which every sanction order held by him has been disposed of.
