Surrender of certificate.—Every principal employer who ceases to carry on the engagement of contract labour shall, within twenty-one days of such cessation, surrender the certificate of registration to the Industrial Tribunal in person or by registered post, and shall inform it in Form IV of the manner in which every attendance card held by him has been disposed of.
