Application for registration.—Every self-employed person carrying on the carrying on of a self-employed occupation shall make an application for registration to the appropriate Government in Form 16, within twenty-one days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every return held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
