Application for registration.—Every owner of a building carrying on the ownership of a building shall make an application for registration to the Director of Municipal Administration in Form D, within twenty-one days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every register of properties held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
