Surrender of certificate.—Every owner of a building who ceases to carry on the ownership of a building shall, within fifteen days of such cessation, surrender the certificate of registration to the Director of Municipal Administration in person or by registered post, and shall inform it in Form F of the manner in which every street held by him has been disposed of.
