Surrender of certificate.—Every user of the national flag who ceases to carry on the display of the national flag shall, within thirty days of such cessation, surrender the certificate of registration to the Registrar of the Commission in person or by registered post, and shall inform it in Form A of the manner in which every flag held by him has been disposed of.
