Custody of the register.—The register maintained under these rules shall be kept at the office of the Consumer Protection Council in the custody of the Consumer Protection Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Consumer Protection Council; and where the Consumer Protection Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form E within fifteen days of the succession.
