Application for registration.—Every manufacturer of voting machines carrying on the manufacture of voting machines shall make an application for registration to the Election Tribunal in Form 8, within sixty days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every account of election expenses held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
