Surrender of certificate.—Every owner of a tractor plying for hire who ceases to carry on the plying of a tractor for hire shall, within fifteen days of such cessation, surrender the certificate of registration to the Zila Parishad in person or by registered post, and shall inform it in Form 5 of the manner in which every tax receipt held by him has been disposed of.
