Safe custody.—Every owner of a brick kiln shall keep every wild animal article to which these rules apply in a receptacle or place reserved for the purpose at the premises where the working of a brick kiln is carried on, shall record in Form VII the description of every wild animal article so kept and the date on which it was received, and shall furnish a copy of the record to the Central Board within forty-five days of the close of each year.
