Application for registration.—Every Drawing and Disbursing Officer carrying on the drawing and disbursement of funds shall make an application for registration to the Controller General of Accounts in Form GFR 21, within seven days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every audit report held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
