Surrender of certificate.—Every Drawing and Disbursing Officer who ceases to carry on the drawing and disbursement of funds shall, within forty-five days of such cessation, surrender the certificate of registration to the Controller General of Accounts in person or by registered post, and shall inform it in Form GFR 22 of the manner in which every account held by him has been disposed of.
