Periodical returns.—Every manufacturer of telecommunication equipment shall furnish to the Universal Service Obligation Fund, within one hundred and twenty days of the close of each year, a return in Form A of the manufacture of telecommunication equipment carried on during that year, and a nil return where no such activity was carried on.
