Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the assessee shall apply to the Commissioner in Form 3CD for a duplicate, accompanied by a fee of one thousand rupees, and the Commissioner shall issue a duplicate certificate marked as such within thirty days of the application.
