Application for registration.—Every consignor carrying on the consignment of goods by railway shall make an application for registration to the Railway Rates Tribunal in Form F, within ninety days of the commencement of these rules, accompanied by a fee of two thousand five hundred rupees and a statement of every ticket held by him on the date of the application, and shall keep a copy of the application and of the statement for thirty days from that date.
