Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the scholarship disbursing institution shall apply to the State Commissioner in Form VIII for a duplicate, accompanied by a fee of ten rupees, and the State Commissioner shall issue a duplicate certificate marked as such within one hundred and twenty days of the application.
