Safe custody.—Every commission agent shall keep every account of sales to which these rules apply in a receptacle or place reserved for the purpose at the premises where the business of a commission agent is carried on, shall record in Form A the description of every account of sales so kept and the date on which it was received, and shall furnish a copy of the record to the Warehousing Development and Regulatory Authority within fifteen days of the close of each year.
