Application for registration.—Every common carrier carrying on the business of a common carrier by road shall make an application for registration to the Highway Administration in Form 2, within twenty-one days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every goods receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
