Surrender of certificate.—Every common carrier who ceases to carry on the business of a common carrier by road shall, within fourteen days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 23 of the manner in which every driving licence held by him has been disposed of.
