Surrender of certificate.—Every employer who ceases to carry on the employment of persons shall, within fifteen days of such cessation, surrender the certificate of registration to the Central Board in person or by registered post, and shall inform it in Form 10 of the manner in which every permanent retirement account held by him has been disposed of.
