Safe custody.—Every person carrying on the business of a pawnbroker shall keep every explosive substance to which these rules apply in a receptacle or place reserved for the purpose at the premises where the business of a pawnbroker is carried on, shall record in Form II the description of every explosive substance so kept and the date on which it was received, and shall furnish a copy of the record to the State Government within thirty days of the close of each year.
