Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any transporter of minerals dies, his legal representative shall, within fifteen days of the death, intimate the death to the Regional Controller of Mines in Form J, surrender the certificate of registration to it and furnish a statement of every transit pass then held; and the Regional Controller of Mines shall enter the intimation in the register within three hundred and sixty-five days of its receipt.
