Conditions of registration.—Every publisher of a report of proceedings of the Legislature shall carry on the publication of reports of proceedings only at the premises specified in the certificate of registration, shall keep every affidavit of a candidate in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such affidavit of a candidate for inspection on request by the Assistant Returning Officer, and shall not part with the certificate of registration to any other person.
