Application for registration.—Every publisher of a report of proceedings of the Legislature carrying on the publication of reports of proceedings shall make an application for registration to the Chief Electoral Officer in Form 26, within ten days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every voting machine held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
