Surrender of certificate.—Every open access consumer who ceases to carry on the drawal of electricity under open access shall, within seven days of such cessation, surrender the certificate of registration to the State Commission in person or by registered post, and shall inform it in Form VII of the manner in which every storage tank held by him has been disposed of.
