Application for registration.—Every open access consumer carrying on the drawal of electricity under open access shall make an application for registration to the State Commission in Form II, within twenty-one days of the commencement of these regulations, accompanied by a fee of twenty-five thousand rupees and a statement of every energy bill held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
