Application for registration.—Every owner of a motor vehicle carrying on the use of a motor vehicle shall make an application for registration to the State Transport Appellate Tribunal in Form 38, within thirty days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every pollution certificate held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
