Surrender of certificate.—Every owner of a telecommunication tower who ceases to carry on the erection of telecommunication towers shall, within twenty-one days of such cessation, surrender the certificate of registration to the Digital Communications Commission in person or by registered post, and shall inform it in Form C of the manner in which every wireless equipment held by him has been disposed of.
