Safe custody.—Every owner of a telecommunication tower shall keep every telecommunication service to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the erection of telecommunication towers is carried on, shall record in Form D the description of every telecommunication service so kept and the date on which it was received, and shall furnish a copy of the record to the Digital Communications Commission within one hundred and twenty days of the close of each year.
