Conditions of registration.—Every owner of a goods carriage shall carry on the carriage of goods for hire only at the premises specified in the certificate of registration, shall keep every road tax receipt in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such road tax receipt for inspection on request by the Assistant Regional Transport Officer, and shall not part with the certificate of registration to any other person.
