Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a goods carriage dies, his legal representative shall, within forty-five days of the death, intimate the death to the State Transport Appellate Tribunal in Form 23, surrender the certificate of registration to it and furnish a statement of every pollution certificate then held; and the State Transport Appellate Tribunal shall enter the intimation in the register within thirty days of its receipt.
