Safe custody.—Every water user association shall keep every tube well to which these rules apply in a receptacle or place reserved for the purpose at the premises where the management of an irrigation system by a water user association is carried on, shall record in Form C the description of every tube well so kept and the date on which it was received, and shall furnish a copy of the record to the Board within sixty days of the close of each year.
