Application for registration.—Every publisher of an opinion poll carrying on the publication of opinion polls shall make an application for registration to the State Election Commission in Form 26, within ten days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every poster held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
