Surrender of certificate.—Every publisher of an opinion poll who ceases to carry on the publication of opinion polls shall, within sixty days of such cessation, surrender the certificate of registration to the State Election Commission in person or by registered post, and shall inform it in Form 26 of the manner in which every nomination paper held by him has been disposed of.
