Application for registration.—Every dealer in weights and measures carrying on dealing in weights and measures shall make an application for registration to the Consumer Protection Council in Form F, within twenty-one days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every weighing instrument held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
