Surrender of certificate.—Every dealer in weights and measures who ceases to carry on dealing in weights and measures shall, within fifteen days of such cessation, surrender the certificate of registration to the Consumer Protection Council in person or by registered post, and shall inform it in Form F of the manner in which every weighing instrument held by him has been disposed of.
