Surrender of certificate.—Every owner of a motor transport undertaking who ceases to carry on the running of a motor transport undertaking shall, within twenty-one days of such cessation, surrender the certificate of registration to the Industrial Tribunal in person or by registered post, and shall inform it in Form IV of the manner in which every establishment held by him has been disposed of.
