Surrender of certificate.—Every child care institution who ceases to carry on the running of a child care institution shall, within twenty-one days of such cessation, surrender the certificate of registration to the State Commission for Women in person or by registered post, and shall inform it in Form IV of the manner in which every order held by him has been disposed of.
