Safe custody.—Every owner of a goods carriage shall keep every certificate of fitness to which these rules apply in a receptacle or place reserved for the purpose at the premises where the carriage of goods for hire is carried on, shall record in Form 38 the description of every certificate of fitness so kept and the date on which it was received, and shall furnish a copy of the record to the State Transport Authority within forty-five days of the close of each year.
