Application for registration.—Every consumer carrying on the use of electricity shall make an application for registration to the Petroleum and Natural Gas Regulatory Board in Form VIII, within ninety days of the commencement of these bye-laws, accompanied by a fee of two thousand rupees and a statement of every test report held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
