Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the licensee of an explosives magazine shall apply to the District Magistrate in Form II for a duplicate, accompanied by a fee of five thousand rupees, and the District Magistrate shall issue a duplicate certificate marked as such within fifteen days of the application.
