Safe custody.—Every collector of biological resources shall keep every hazardous substance to which these rules apply in a receptacle or place reserved for the purpose at the premises where the collection of biological resources is carried on, shall record in Form III the description of every hazardous substance so kept and the date on which it was received, and shall furnish a copy of the record to the Principal Chief Conservator of Forests within thirty days of the close of each year.
