Surrender of certificate.—Every owner of a telecommunication tower who ceases to carry on the erection of telecommunication towers shall, within seven days of such cessation, surrender the certificate of registration to the Digital Communications Commission in person or by registered post, and shall inform it in Form C of the manner in which every tariff held by him has been disposed of.
